Immigrating
to Canada - Provincial Nominee Program (PNP)
Each year Canada gets thousands of new immigrants. The
government goal is to bring the equivalent to 1% of the population
(currently 30 million) every year.
Important: The current Immigration and Refugee
Protection Act (IRPA) indicates that an applicant must prove
their language proficiency at the time of submitting the application
for federal permant residence with an approved test (this
does not apply to the Quebec program).
The only tests approved by the Immigration department (CIC)
are the International English Language Testing System IELTS for English and the Test d'Evaluation
de Francais TEF
for French. These tests can be taken periodically throughout

Provincial
Programs:
Some provinces have negotiated agreements with the Federal government
to allow them to attract their own immigrants. The Quebec program
is the most popular.
The Province is responsible for selecting its own immigrants.
Its selection criteria is different to the federal program,
and generally easier to meet. This is why many people who don't
qualify for the federal program apply to go to Quebec. Even
though its easier to qualify for Quebec, it's imperative to
speak French. Like the federal
skilled worker program, you can apply as an individual
or a family group (parents and children)
