Immigrating
to Canada - Temporary Residents
Each year Canada gets thousands of new immigrants. The
government goal is to bring the equivalent to 1% of the population
(currently 30 million) every year.
Important: The current Immigration and Refugee Protection
Act (IRPA) indicates that an applicant must prove their language
proficiency at the time of submitting the application for federal
permant residence with an approved test (this does not apply
to the Quebec program).
The only tests approved by the Immigration department (CIC)
are the International English Language Testing System IELTS for English and the Test d'Evaluation
de Francais TEF
for French. These tests can be taken periodically throughout

NAFTA,
GATS, CCFTA and other Treaty Programs:
The Canadian government has signed many treaties and accords
with other countries. Among the most important ones are NAFTA
(North American Free Trade Agreement) with Mexico and the USA,
GATS (General Agreement on Trade and Services) and the CCFTA
(Canada - Chile Free Trade Agreement) with Chile. These programs
allow people to get temporary work permits faster and easier, as
they eliminate requirements that apply to people from other
countries. Mainly, they exempt the job offer from needing a
Labour Market Opinion from HRSDC (Human Resources and Skills
