Immigrating
to Canada - Manitoba Province Program
Each year Canada gets thousands of new immigrants. The
government goal is to bring the equivalent to 1% of the population
(currently 30 million) every year.
Important: The current Immigration and Refugee
Protection Act (IRPA) indicates that an applicant must prove
their language proficiency at the time of submitting the application
for federal permant residence with an approved test (this
does not apply to the Quebec program).
The only tests approved by the Immigration department (CIC) are
the International English Language Testing System IELTS for English and the Test d'Evaluation
de Francais TEF
for French. These tests can be taken periodically throughout

Manitoba
Provincial Program:
Canada offers many provincial programs
for potential immigrants. Among all provinces, Manitoba's program
was the most used in 2005; with 4,619 applications. Six categories
of this initiative include:
- Direct Employer
– A company can request and obtain approval for job
offers presented to foreign workers who meet the job requirements.
This is provided that the company can prove it made efforts
to hire Canadian Citizens and/or Permanent Residents, without
filling the vacancy.
- Family Support
– Manitoba Residents can sponsor family members living
abroad, as long as they are direct relatives, including:
parents, children, siblings, uncles, grandparents or cousins.
- Community Support
– Cultural organizations and Community Partners can
enter into an agreement to sponsor foreigners.
- International Students
– It allows foreign students to remain in Manitoba
following completion of their studies. This applies only
if they qualify for the post-graduate program, or if they
have been offered employment by a local company.
- General Stream
– Similar to the Federal Point System, there is an
opportunity for applicants to earn more points; firstly
- if they can prove that a family member or friend lives
in the Province, or secondly - if an they completed an post-secondary
program, in the Province (excluding language courses).
- Government sponsored
initiatives.

Manitoba also offers a Business Program, which has varied requirements,
such as:
- Minimum personal assets
of $250,000 CAD.
- Minimum of $150,000 CAD
to invest in the Province
- Business Management experience
- Exploratory visit to Manitoba
- Deposit of $75,000 CAD
with the Province, as a guarantee that a business will be
created and/or purchased. In most cases the money will be
returned once the business has been established.
Facts about the Province:
Manitoba
is an expression of the Cree dialect that combines the words
"Manitou" and "bah",
which together mean
"The straights of a great spirit". This
is a reference to the Manitoba Lake straights: wherein waves
crash against the rocks and they produce a bell-like noise
that sounds like a cry and is therefore associated with a
spirit.

Manitoba is sometimes called the land of 100,000 Lakes. The
Southern part of the Province is a plain. While the Northern
section is rocky and covered by forested land. Summertime
is warm, whereas Wintertime is colder .
The people of Manitoba have many ethnic
and cultural differences. The Province has the largest concentrations
of Mennonite and Ukrainian people in Canada. As well, it houses
the largest French-speaking population in Western Canada.
Half of the population lives in the city of Winnipeg.
Located in the geographical center of North
America, Manitoba has been enriched economically and culturally,
by generations of immigrants the world over. This makes it
one of the most diverse and stable economies in Canada.
The economy was initially rooted in agriculture.
But nowadays manufacturing and transportation serve as the
backbone to Manitoba’s financial system, which has surpassed
$35 billion dollars. A mixture of solid companies, led by
the service sector accounts for 72% of the GDP. Included in
this rate are other sectors, such as: mining, metals, hydro-electrical
energy, electronics and textiles.
