Immigrating
to Canada - Provincial Nominee Program (PNP)
Each year Canada gets thousands of new immigrants. The
government goal is to bring the equivalent to 1% of the population
(currently 30 million) every year.
Important: The current Immigration and Refugee
Protection Act (IRPA) indicates that an applicant must prove
their language proficiency at the time of submitting the application
for federal permant residence with an approved test (this
does not apply to the Quebec program).
The only tests approved by the Immigration department (CIC)
are the International English Language Testing System IELTS for English and the Test d'Evaluation
de Francais TEF
for French. These tests can be taken periodically throughout

Alberta Provincial Nominee Program:
The Alberta Provincial Nominee Program
(PNP) is an employer-driven skilled worker immigration program,
operated by the Government of Alberta in conjunction with
Citizenship and Immigration Canada (CIC) to expedite permanent
residency. The PNP considers skilled workers in occupational
levels O, A or B (as defined by the National Occupational
Classification Code or NOC), as critical to the Alberta economy.
Corporate management, professionals and trades with post-secondary
education and certification, are examples of these occupational
levels.
The Alberta PNP allows the Province
of Alberta to recruit a limited number of immigrants, to address
critical skill shortages being experienced by Alberta employers.
Where there is a shortage of qualified workers in Alberta,
the PNP may provide eligible Alberta employers with certificates
to fill their voids. Employers can apply to the Alberta Provincial
Nominee Program to recruit individuals for these shortages.
Individuals that are recruited by a pre-approved employer
may then be eligible for nomination as a skilled worker under
the Alberta Provincial Nominee Program. Individuals
cannot apply directly to the program without a guaranteed
job offer from a pre-approved employer.
The employer's application will be
considered by the PNP if the occupation:
- cannot be filled by a permanent resident
- is for permanent, full-time employment in Alberta
- has a positive Labour Market Opinion (Human Resources
and Social Development Canada)
- meets provincial employment and wage standards
- does not conflict with existing collective bargaining
agreements, and is offered to an individual who has the
required qualifications and certifications
A person who is successfully nominated by the Alberta
Provincial Nominee Program can then apply for permanent residence
through Citizenship and Immigration Canada [CIC] under the
Provincial Nominee immigration category.
In short, the Alberta Provincial
Nominee Program requires that candidates have a valid job
offer from a pre-approved Alberta employer.
The candidate must possess the skills,
knowledge and other qualifications required by the employer
to be approved by the Government of Alberta's Provincial Nominee
Program.
